2019年中国可持续发展评价指标体系研究报告

Abstract:This report makes a comprehensive and systematic verification and analysis of the sustainable development status data of China，its provinces and large-and medium-sized cities in 2018 and ranks them based on the basic framework for China’s sustainable development evaluation index system. The data verification and analysis results for the national sustainable development index system show that China has witnessed the steady improvement in sustainable development and continuous rise in sustainable development indices. The data verification and analysis results for the provincial sustainable development index system show that the four municipalities directly under the central government and eastern coastal regions of China ranked among the top in terms of sustainable development. The provinces and cities including Beijing，Shanghai，Zhejiang，Jiangsu，Guangdong，Chongqing，Tianjin，Shandong，Hubei and Anhui ranked among the top 10. With regard to five major classification indices including economic development，people’s wellbeing，resources and environment，consumption and emission and environmental governance，provincial regions featured obvious imbalance of sustainable development. The data verification and analysis results for the urban sustainable development index system indicate that，as the most economically developed regions in China，Shenzhen，Beijing，the Pearl River Delta city cluster and eastern coastal cities remained to rank among the top in terms of sustainable development. The top 10 cities in terms of sustainable development in 2018 included Zhuhai，Shenzhen，Beijing，Hangzhou，Guangzhou，Qingdao，Changsha，Nanjing，Ningbo and Wuhan. By reference to the 17 sustainable development goals listed in the 2030 Agenda for Sustainable Development of the UN，this report makes a detailed introduction of China’s progress in implementing the sustainable development goals of the UN，important policies and measures adopted to advance the sustainable development agenda，as well as its significant achievements in social，economic and environmental aspects. Also，the report proposes several suggestions on how to further implement the agenda for sustainable development.
