地方政府在海外公共安全治理中的作用——以北京市为例

Abstract:The construction of security protection mechanism for overseas Beijing residents and enterprises is not only the requirement of the central government，but also the need of Beijing as a local government. Since 2011，the construction of relevant mechanisms in Beijing has made remarkable progress and presented its own characteristics，but there are also some problems as follows：Division of protection duties are not clear enough；There is heavy burden on the government and insufficient use of commercial channels and social forces；Due to the lack of relevant laws and regulations and information barriers，it is impossible to know the exact number and distribution of overseas Beijing residents and enterprises；The pertinence of overseas security risks publicity is not obvious. The solution of the first problem depends on the improvement of the relevant laws and regulations on the central government level，while the rest depends on the improvement of the measures taken by Beijing Municipality at the local government level.
