海外公共安全与合作中的危机管理机制探析

Abstract:The overseas public crisis means the transnational and unspecified events that damage the personal safety of the citizens outside the jurisdiction of a country，which may also cause property or reputation loss at the same time. At present，the crisis management in the overseas public security presents the following trend：crisis early warning and risk control are increasingly integrated and networked，crisis mediation becomes gradually multi-level and multi-track，and the delivery of overseas public security in international public crisis response is decentralized. Currently，the public crisis management in overseas public security cooperation still faces various difficulties，including the fragmentation of crisis prevention information supply，the weakness of crisis coordination mechanism，and the difficulty of resource allocation in crisis response and repair. The essence of overseas public security cooperation is to fundamentally improve the crisis management capacity of various countries，including the reform of the legal system and the adjustment of response policies at the domestic level，the implementation of the concept of responsibility sovereignty and the expansion of governance resources at the international level，and finally highlighting the resilience crisis management of the security cooperation coordination and guarantee mechanism construction.
