2020～2021年以色列公共卫生系统对新冠肺炎疫情的应对

Abstract:The Israeli Healthcare System was leading the fight against COVID-19 pandemic in the country. The Ministry of Health and especially the Public Health Services，were setting the national strategy and managed the Healthcare system through a National Command Center which included all relevant stakeholders within and outside of the Health System. The main activities of the Ministry were to integrate between the many partners including the hospitals，Health Maintenance Organizations（HMOs）and public and private laboratories. The Ministry also coordinated research and development of new technologies. The HMOs and the hospitals were the operators and dealt with laboratory testing and treatment of patients at home and in hospitals. The HMOs were also operating the successful and rapid vaccination campaign. The existing infrastructure of the Israeli Healthcare System allowed development of advanced IT technologies，creation of a national database to monitor and control the outbreak，and dynamic adaptation of national policies to tailor the relevant response for the different stages of the pandemic in Israel.
