Abstract:In 2020，the Hungarian Parliament adopted Act XII and Act CIX in response to the COVID-19 pandemic. In addition，it also completed the ninth revision of the Hungarian Basic Law before the end of the year. These laws and the revision have caused some controversy. Due to the pandemic，the economy of Hungary contracted in 2020. The decline was particularly severe in the second quarter，but economy saw growth in the third and fourth quarters，indicating a trend of rising in the second half of the year. In terms of diplomacy，Hungary opposed linking the use of EU recovery funds with the rule of law，but ultimately reached an agreement with other EU member states on the long-term Multiannual Financial Framework （2021-2027）. In 2020，Hungary strengthened cooperation with the United States and Russia in economy and trade，with Germany in defense and security，and reached agreements with V4 member states on EU issues. Reforms in education have been deepened，and some universities were transformed to operate as foundations. In terms of relations with China，the China-Hungary comprehensive strategic partnership became more mature and stable：a number of Chinese investments were realized in Hungary，and the two sides joined hands in fighting the pandemic，and deepened cooperation in areas such as investment and medicine.
