Abstract:The sharp atrophy of Lake Chad and the continuous degradation of meadow had led herders in northern Lake region of Chad to drive livestock to move south；Because of water resources and land problems，herders and farmers in southern Lake region of Chad bound to be conflict，which led to casualties and property losses. The turbulent situation in the Lake region of Chad provides the soil for the development and growth of terrorist organizations，enabling boko Haram to recruit a large number of members in the Lake region of Chad，thus frequently carrying out cross-border terrorist attacks in the Lake region of Chad. Environmental degradation，agricultural and pastoral conflicts and terrorist attacks have caused serious humanitarian crises in Lake region of Chad. The COVID-19 pandemic since 2020 had exacerbated the regional crisis and countries in the Lake region of Chad faced huge challenges in national governance.
