Abstract:Based on the new historical background of China，the international situation and internal contradictions the report of the 19th CPC National Congress issued a basic conception of building a modern economic system，which has played a very essentially leading role in the economic development of China under the new situation.The core of economic growth lies in quality and efficiency in modern economic system.How to recognize the social forms and main contradictions，combining with the local economic and social development situation in Zhuhai，it is urgent to realize the quality transformation，the efficiency shift and the dynamic transformation.Concrete measures include the following： taking supply-side reform as the main line，pushing forward the internal change of economic development； strengthening technological innovation and deepening institutional mechanism reform as “dual-wheel drive” to promote the transformation of kinetic energy； promoting the linkage development of the supporting industry and the real industry； accelerating the coordinated operation of urban and rural areas and regions.
