Abstract:The Partnership for Higher Education in Africa（PHEA）is a cooperative organization for higher education assistance to Africa established by seven American charitable foundations. Its ten-year assistance to African higher education shows the unequal status between donors and recipients and the characteristics of geopolitical investment strategy. PHEA has improved the infrastructure，governance level，talent training，gender equality，policy support and enrollment rate of African universities to a certain extent，but it also shows deficiencies in aid cooperation，such as fuzzy objectives，poor communication，lack of evaluation systems and exit mechanisms，and limited scope of cooperation. Similar aid cooperation organizations should set clear cooperation goals，expand the scope of cooperative organizations，as well as build a cooperative aid evaluation system and partner exit mechanism to enhance aid effectiveness.
