Abstract:The current civil litigation system，which took form at the end of the 1990s，is an individual-case-oriented litigation system. Although this system has greatly improved the case-handling efficiency，it is unable to provide effective solution to problems relating to the social effect of judgments，such as false litigation. Against the historical background of gradual maturation of the new generation of technology，a dynamic transaction security system has been constructed with the help of such new tools of intelligent revolution as the Internet of Things，big data，blockchains，and smart contract. Under this new transaction security system，all market players have been interconnected，and any change in the legal relationship between them is reflected real-time in the transaction security system. By relying on the dynamic transaction security system that covers the entire economic world，the civil litigation system is able to realize the optimum unity between the judicial effect of individual cases and the social effect of adjudication.
