碳达峰碳中和下新型储能经济性与可持续发展模式研究

文章摘要:在碳达峰、碳中和背景下,新型储能技术应用更加广泛。对于电力系统而言,储能可通过用电低谷时充电、高峰时放电提升新能源消纳水平,增强电网的灵活响应程度,在一定程度上提高了能源转化利用效率,对于全省构建绿色低碳的能源体系具有重要意义。为加快推动河南省储能设施高质量、规模化发展,本文在梳理储能技术发展和政策现状的基础上,分析了新型储能项目的成本构成和发展趋势,测算了新型储能项目投资收益情况。基于河南实际,从电源侧、电网侧和用户侧三个维度对新型储能可持续发展模式进行研究,提出完善电价机制调节、优化调度运行方式、逐步参与电力现货市场的发展建议,推动储能与新能源、常规能源协同发展,为河南构建多轮驱动的新型储能高质量发展良好局面、实施换道领跑战略提出前瞻布局未来产业、抢滩占先新兴产业等建议,助力河南在新的竞争格局中站稳脚跟。

Abstract:In the context of carbon peaks and carbon neutrality,new energy storage technologies are more widely used. For the power system,energy storage can be used to charge at the trough of electricity consumption and discharge at the peak to increase the level of new energy consumption,enhance the flexible response of the grid,and improve the efficiency of energy conversion and utiliza-tion to a certain extent. This is of great significance to the construction of a green and low-carbon energy system in the province. In order to accelerate the high-quality and large-scale development of energy storage facilities in Henan Province,this article analyzes the cost composition and development trend of new energy storage projects based on the development of energy storage technology and the current policy status,and calculates the investment income of new energy storage projects. Based on the actual situation in Henan,research on the sustainable development model of new energy storage from the three dimensions of the power supply side,the grid side and the user side,and put forward suggestions to improve the adjustment of the electricity price mechanism,optimize the dispatching operation mode,and gradually participate in the development of the power spot market. This article strives to promote the coordinated development of energy storage,new energy,and conventional energy,to build a good situation for the high-quality development of multi-wheel-drive new energy storage in our province,to implement the strategy of changing lanes and lead the way,put forward forward-looking layout of future industries,and make suggestions for preempting emerging industries,so as to promote Henan to gain a firm foothold in the new competitive landscape.
