加大改革压力测试力度，加强制度创新供给——把握进博会机遇，促进临港新片区金融创新研究

Abstract:China International Import Expo（hereinafter referred to as “CIIE”）has been successfully held for three sessions. The ever-increasing import trade is bound to bring a positive influence and financial innovation opportunities to development of Shanghai’s real economy. As the “test field”，“bridgehead” and “wind vane” of China’s high-level opening up，Lingang Section of Shanghai Pilot Free Trade Zone shall intensify open economy risk pressure test，take the initiative to design more innovative，ground-breaking，leading and landmark institutional supply schemes，and actively grow into a special economic functional zone linking domestic and international circulations. This report focuses on such opportunities and explores possible financial innovation paths in Lingang Section of Shanghai Pilot Free Trade Zone. This report proposes to set up an offshore registration area boldly in Lingang Section of Shanghai Pilot Free Trade Zone，develop offshore registration and offshore finance and gradually build an offshore international financial center. By virtue of the good momentum that RCEP was just signed and entering into the implementation stage，we can make Lingang Section of Shanghai Pilot Free Trade Zone a node of Asia-Pacific international trade and international financial network，and make Shanghai a strategic linkage point of both international and domestic circulations.
