Abstract:The three main UN drug conventions,the 1961 Single Convention on Narcotic Drugs,the 1971 Convention on Psychotropic Substances,and the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances,have all made some regulations,aiming to govern and curtail drug use. However,these regulations have not been implemented effectively for a long time due to the rigid principles and lack of practicality. As a result,both national and global drug control strategies are mostly focused on supply reduction. The three UN General Assembly special sessions on drug problems held in 1990,1998 and 2016,the United Nations Commission on Narcotics,and the Economic and Social Council has formulated and issued a series of guidelines,standards and programs through declarations and resolutions. Other UN entities and the international community have also taken an active part in fighting against drug problems. Thus drug demand reduction strategies based on scientific evidence and applied to families,schools and communities,especially those good programs,good practices and good policies in the field of drug abuse prevention,have been promoted globally,which further optimize the global comprehensive,multidisciplinary,mutually reinforcing,balanced anti-drug strategy on the basis of scientific evidence. As a result,the global system of drug abuse prevention is in progress. However,it must be noted that in the implementation of the work in global drug abuse prevention,there are still problems such as low participation,insufficient funding,and insufficient coverage.
