中英区域发展的理论与实践研究

Abstract:Resource endowment，labor capital and technical level are the three basic elements to the regional development. The regional development in China and in the UK has some basic factors in common but with more differences and complements. There are distinctive and unique characteristics in China and in the UK，natural resource，cultural environment，science and technology，and so forth. Full range of cooperation and exchanges between the two countries will enable their regional development operating in the coordination and rapid way. In the UK，the adjustment of regional development started with the National Regional Planning in early 20th century，its policy evolution can be divided into four periods：emerging，flourish，decline and revival period. The strategies of regional development in China can be broadly classified into three types：regional balanced development，regional unbalanced development and regional coordinated development. Both China and the UK attached great importance to their regional development，they promulgated and implemented a series of targeted policies to promote the regional development according to their own national conditions and combining with the specific circumstances of different periods，which were of great use in a certain period. The regional development strategies and policies of the two countries are mainly different in four aspects：system，the targeted problems，management organization and zoning framework. The strategy of innovation-driven development has made remarkable achievements and received wide attention. Henan governments at all levels should actively learn the experiences and identify their function orientation and policy guidance in promoting innovation and development. The evolution and adjustment of industrial structure of the UK has played a good role in promoting its economic and social development，thus the regional gap has been gradually narrowed，the unemployment rate has been effectively controlled，and the industrial structure has been maintained with “3∶2∶1” pattern for a long term. It will benefit a lot for China’s economic development if we make positive research on evolution and adjustment of the industrial structure of the UK. The UK and Henan province have got strong complementarity in economy，high mutual-understanding in politics，close communication in social culture，and broad field in international cooperation. They have bright prospects to cooperate in the new era. Henan should use the regional balanced development of the UK for reference to advance the regional coordinated development of Henan province，thus promoting the cooperation between the two countries and improving their regional development quality.
