Abstract:Macao plays a very important role in “the Belt and Road”（B&R）initiative. If Macao is to develop its industries，it must have enough attractive resources. When facing a critical strategic opportunity such as the B&R initiative，we have to be innovative. However，innovation is very complicated，especially to the users of the innovation program，because the experiences and feelings of the users are also precious and valuable，and should be met by the innovator. A cultural industry program，in order to fuse or integrate many of the technologies，must be able to meet the emotional，social and functional needs of its users.
