自由贸易试验区背景下的海关制度创新深化研究

Abstract:Sept 29th 2016 was the three year’s anniversary of the establishment of Shanghai Free Trade Zone in China. It was cleared stated in the national overall planning that the pilot reforms in the FTZ were expected to explore new thinking and path for future opening up and further reforms in China so as to better serve our country. After the innovative piloting for 3 years，the number of pilot FTZ has expanded from 1 to 11，which marks a new phase for FTZ construction. Currently it is time for us to summarize our best practices as well as to reflect on the reform path for innovations in Customs regimes，thus to have a clear vision for the new phase. In this thesis，the author first reviewed the achievements on innovations in Customs regimes in the past three years，especially a series of applicable best practices，and then analyzed the new challenges faced by Customs on regime innovation in the FTZ in the new phase. Finally，the author gave relevant suggestions and his outlook on the innovation path for future Customs regimes.
