Abstract:In 2016，the world economy is still not been out of the shadow of the financial crisis，economic growth continued to decline，the international trade and investment continued downward，trade protectionism and anti-globalization has risen，so that the world economy is facing more risks. In the face of changes in all aspects of international economic and political challenges，China’s economy into the structure adjustment and development mode transformation as the core of the new normal，need to foster the development of new energy，and the combination of the Belt and Road Initiatives and the construction of the FTA for China through further opening up to reform the ideas and approaches，especially the overall external environment is not conducive to the development of trade and investment liberalization situation，our country needs to build the FTZ，through self expanding opening up，explore the system innovation，service national strategy，build a new model of reform and opening up.
