Abstract:Popular literature is the product of the times. Especially at present，in the new period of building a well-off society in an all-round way，popular literature and art has become a necessity in people's life. It is an important content of “cultural well-off” and an important foundation for protecting the people's livelihood. Therefore，Xi Jinping，the General Secretary of our state pointed out at the symposium on literary and art work that “the socialist literature and art will inevitably serve the people as a noble mission and regard developing the people's art as the main task.” In order to carry out the spirit of the speech of General Secretary Xi Jinping and promote the prosperity and development of popular culture in Hubei and promote the first realization of a well-off society，this article is based on Hubei Province and looks around the world，and then makes an in-depth study on the public literature and art，puts forward to promote the development of popular culture in Hubei countermeasures.
