Abstract:China's 13th Five-Year Plan put forward：the central government will support Hong Kong in its efforts to consolidate and elevate its position as an international financial，shipping，and trade center，and to strengthen its status as the leading global hub for offshore renminbi business and a key international asset management center.It determined development orientation of the Hong Kong international financial center explicitly.The development of the Hong Kong offshore renminbi market in Hong Kong has also been required from the “center” to “hub”.The article reviews the development of Hong Kong offshore renminbi market，and analyses the transition of Hong Kong from the “center” to “hub” before presenting the corresponding policy suggestions.
