河南省“十四五”电力需求响应评估与展望

Abstract:During the “14th Five-Year Plan” period in Henan Province，the power supply and demand gap will gradually increase.According to preliminary calculations，the province needs a demand response scale of 5 million kilowatts during the “14th Five-Year Plan” period.Demand response will be one of the effective guarantee schemes for power supply.This article evaluates the demand response capabilities of 18 cities in the province.After overall consideration of the power supply and demand situation of the province and each city，the province’s demand response target of 5 million kilowatts is optimized and decomposed，and the province’s demand response implementation costs are estimated.It is estimated that the total cost of implementing demand response during the “14th Five-Year Plan” period is 1.25 billion yuan.In order to effectively improve the power grid’s ability to balance supply and demand，reduce grid investment，and ensure power supply，it is recommended that power demand-side response be included as an important planning resource in the power security system during the “14th Five-Year Plan” period，so as to continuously enrich the source of incentive funds，improve the intelligent level of response platforms and user willingness to participate.
