Abstract:It is the initial intention of setting up Xiongan New Area to take on the function of non-capital. “14th five-year plan” period，Xiongan New Area will continue to promote large-scale construction at the same time，the beginning of a large-scale centralized non-capital functions of Beijing. From the perspective of the progress of non-capital relief，it has been transitioning from a period of steady advance to a period of institutional bottleneck，and the General Industrial Relief，Public Service Relief and administrative function relief are all facing institutional difficulties，including that the mechanism of industry function moving in and out is not well connected，the mechanism of public service function connecting is not yet perfect，and the mechanism of administrative function relieving has not yet been established，etc.，it is necessary to construct the mechanism of industry moving out and moving in，perfect the mechanism of public service function docking，and establish the mechanism of administrative function secretary taking over.
