Abstract:The post-Cold War hegemonic system led by the United States is rapidly declining and this is a crucial component of the “great change unseen in a century”. The European Union (EU),as the chief defender and beneficiary of the system,has to deal with the increasingly fierce international competition,highly uncertain global development and security landscape. In 2019,the European Council and European Commission issued strategic and policy goals for the next five years with completion of the transition of key EU leaders. In response to the new international situation,the EU launched the “Green Deal”,taking “climate” and “digit” as breakthroughs for its economic transformation. Meanwhile,in order to achieve sustainable development in European economy and society,the EU once again emphasized the principle of social market economy and urged member states to address their weaknesses on social policy. Facing the new challenges at home and abroad,the EU has adjusted its focus,which is apparently different from the previous strategic plans. Firstly,it is attaching importance to broader public opinion mobilization across the Europe,laying a new social foundation for amending the EU treaties,maintaining the legitimacy of the EU institutions as well as strengthening political actions on European Integration. Secondly,it is seeking “strategic autonomy”,lifting geo-economic and geo-political competition to a higher level on the EU’s agenda,giving the current Commission the geo-political role of strategic planning,so as to ensure the EU’s greater role in international political arena and wider development space.
