Abstract:In March 2016，Trudeau government issued his first budget report and put forward a series of social policy plans.This article introduces the budget 2016，examines the social policy reform，and discusses the implementation and social effects of the policy plans.To prompt Canada's economic growth and reduce unemployment，Trudeau government plans to enlarge the public expenditure and invest on social programs，such as tax reduction and Canada Child Benefit.The implementation of these social policies has benefited most Canadians and fostered economic resilience to a certain extent.But these social policies will enlarge the financial deficit and produce pressure for the government to control debts in the future.
