Abstract:This paper takes the major public opinion events from 2012 to 2017 as the cases and summarizes both experiences and shortcomings in handling emergent events of public opinion since the 18th national congress of the CPC. On the one hand，governments at all levels and relevant institutions have gained the following four successful experiences in handling major public opinion events：first，implementing press release system to effectively balance relationship of information disclosure and orderly control；second，gradually establishing the goal of “treat both symptoms and root causes” in the process of handling emergent crises；the third，using new media platforms such as WeiBo，WeChat and Wei Toutiao to release information and guide public opinion；the forth，dividing the domestic field of public opinion and international field of public opinion to avoid the external risks. On the other hand，the government response to major public opinion also has the following problems and deficiencies：persons responsible for the press release of major emergencies are not clear enough，and the coordination mechanism needs to be further strengthened；after some major emergencies，relevant authorities and officials are still prone to “blocking and deleting”；for implementation and evaluation of major projects，there is not enough public opinion risk awareness；the public opinion guiding consciousness and public communication ability of local party-government leaders need to be improved continuously. In addition to summing up experiences and shortcomings，this article also analyzes major risks of public opinion in the dual context of transforming society and network society. Based on that，some advices are presented in terms of professional，scientific and practical public opinion guidance.
