党的十八大以来重大舆情应对经验、不足与提升路径

文章摘要:本文以2012~2017年六年来重大舆情事件为案例,总结党的十八大以来重大突发事件舆情应对的成功经验和存在的不足之处。一方面,在处置重大舆情事件过程中,各级政府、相关机构积累了以下四个方面成功经验:实施新闻发布制度,有效平衡信息公开和有序管控的关系;突发事件舆情处置过程中,逐步建立“标本兼治”的工作目标;善于运用微博、微信、微头条等新媒体平台发布信息和舆论引导;对国内舆论场和国际舆论场进行必要分割,尽量避免外部风险倒灌。另一方面,重大舆情应对工作也存在以下问题与不足:重大突发事件新闻发布的责任主体不够明确,协同机制有待加强;针对重大项目的实施和评估,缺乏足够的舆情风险意识;地方党政一把手的舆论引导意识和公共沟通能力需要持续提升。除总结经验和不足外,本文还分析了转型社会和网络社会双重语境下重大舆情的风险点,并在此基础上,从舆论引导的专业化、科学化和实效化维度提出防范对策。

Abstract:This paper takes the major public opinion events from 2012 to 2017 as the cases and summarizes both experiences and shortcomings in handling emergent events of public opinion since the 18th national congress of the CPC. On the one hand,governments at all levels and relevant institutions have gained the following four successful experiences in handling major public opinion events:first,implementing press release system to effectively balance relationship of information disclosure and orderly control;second,gradually establishing the goal of “treat both symptoms and root causes” in the process of handling emergent crises;the third,using new media platforms such as WeiBo,WeChat and Wei Toutiao to release information and guide public opinion;the forth,dividing the domestic field of public opinion and international field of public opinion to avoid the external risks. On the other hand,the government response to major public opinion also has the following problems and deficiencies:persons responsible for the press release of major emergencies are not clear enough,and the coordination mechanism needs to be further strengthened;after some major emergencies,relevant authorities and officials are still prone to “blocking and deleting”;for implementation and evaluation of major projects,there is not enough public opinion risk awareness;the public opinion guiding consciousness and public communication ability of local party-government leaders need to be improved continuously. In addition to summing up experiences and shortcomings,this article also analyzes major risks of public opinion in the dual context of transforming society and network society. Based on that,some advices are presented in terms of professional,scientific and practical public opinion guidance.
