Abstract:Sovereign wealth funds （SWFs） are established by the government of a country or economy for the realization of economic development and wealth management objectives，responsible for investment management and value increase. The forms vary from fiscal stabilization fund and savings funds to development fund. Currently，there is no uniform definition or interpretation of the notion. The Arab countries，by exporting their rich oil reserve，have accumulated sovereign debt funds of over 1000 billion U.S. dollars. The composition and flow not only impact the structure and security of the world’s financial and investment markets，but also constitute an important indicator for economic and trade cooperation and political relations.
