Abstract:A country's social security system is gradually developed with the development of society and economy. Its emergence is one of the important symbols of social civilization and progress. From the mutual assistance among social members thousands of years ago to today's socialized security system, the world social security system has roughly experienced four development stages: germination, establishment, prosperity and reform. The Poverty Relief Act promulgated by Britain in 1601 provides poverty relief for the elderly and the disabled who have lost the ability to work, marking the government's formal involvement in non-governmental led philanthropy.
