Abstract:There are many signs that President chamoun will disclose his intentions, and many signs that he will be re elected this week, perhaps Monday. Action can be very rapid. Parliament may vote to pass the amendment to the constitution so that President chamon is allowed to participate in the election. The amendment to the constitution may enable the president to be re elected without waiting until the end of his term of office. The law amendment document may be immediately submitted to the president for approval. However, the parliament may continue to convene, and President chamon may be re elected during the parliamentary process. Therefore, the British ambassador, the American ambassador and I, we got together and decided to inform our respective governments of the situation through a joint telegram, which was drafted by Sir George Middleton.
