伊朗的阿富汗移民政策探析

Abstract:International migration is an important issue of global population mobility. As the core receiving country of Afghan refugees，labor immigrants and illegal immigrants，Iran’s immigration policy needed to be further studied. In the 20th century，Afghans in Iran experienced the transition from the Khävari（eastern）to Mohäjerin（involuntary religious immigrants）and then to the identity transformation of Panähandegan （refugees）. Since the 21st century，Iran has conducted fine division and standardized management of Afghans in its territory. Iran adopts a policy of actively fulfilling international responsibilities and promoting local integration for legitimate refugees，and takes the balanced policy to extensively admit and restrict the employment of labor immigrants. For illegal immigrants，on the one hand，Iranian government actively repatriates them，and on the other hand，it serves as a bargaining chip to put pressure on the international community. Since 1979，the consistency of Iran’s immigration policy reflects the willingness of Iran’s great power and Persian cultural circle to shelter Afghan immigrants. To some extent，the gradual change of Iran’s immigration policy reflects the transition of neighborhood policy from promoting Islamic internationalism to safeguarding nation-state sovereignty.
