Abstract:In 2010 Guatemala maintained political stability，but the upcoming presidential election in 2011 made the situation complex and sensitive. The ruling and opposition parties were making preparation for election campaigns. Guatemala only met a sluggish economic growth in 2010. The Colom government conducted a tax reform which fell into stagnation due to popular opposition. Crime control measures failed to achieve effects as a result of lacking legal supervision and judicial capacity. The rural programs improved peasants’ living condition and contributed greatly to promoting President Colom’s popularity. Guatemala maintained close relations with the United States and Mexico，attaching importance to trade and anti-drug battles.
