文章摘要：2008年，巴西政治形势保持稳定，地方选举有序进行，连任率较高是本次地方选举的最大特色。宏观经济继续保持稳定。随着财政状况和宏观经济形势的好转，国际三大信用评级机构都将巴西的信用等级提高至“投资级”。社会形势进一步好转，就业增加，贫困继续减少。在继续积极参与国际事务、发展与发达国家关系的同时，继续加强与发展中国家的关系，而深化南美洲地区一体化仍是巴西对外政策的优先目标。
Abstract:2008 witnessed political stability in Brazil whereas local elections were unfolded orderly with a relative high reelection rate as the most prominent character of the electoral year.
