拉美地区的能源合作及其特点

Abstract:At the turn of the new century，the process of regional energy cooperation in Latin America entered a new era，especially after the year 2000. Since then，countries have come to the consensus of strengthening energy cooperation among countries and establishing an integrated regional system of energy，a driving force for the regional integration. Energy cooperation in this new era is far beyond the pervious model based purely on supplying energy on preferential conditions and expands the its coverage to energy-exchange programs，joint exploration，technology sharing，investment in energy and cooperation in developing substitute energies. However，this process is characterized by the propensity to over-nationalism，lack of pragmatic practices and the two competing models of energy cooperation. Theses new characteristics imply potential impacts over Sino-Latin American energy cooperation and therefore，how to hedge the relevant risks constitute a question for Chinese enterprises to answer.
