文章摘要：拉美国家社会治安的恶化逐渐成为一个日趋严重的社会问题，并危及社会各阶层民众的生活。在大多数拉美国家，暴力犯罪的增多主要应归咎于社会矛盾的激化。犯罪率升高对拉美国家经济和社会发展产生的影响是多方面的，有些可以用货币来衡量，有些难以通过数字来计算。对拉美国家而言，消除贫困，增加就业，扩大社会保障，改善收入分配，是预防犯罪的最佳途径，但也是最难实现的目标。
Abstract:Worsening public security has become a grave issue in Latin America，threatening normal daily life and social stability.In most of the countries in the region，violent crimes could be blamed on intensification of social confrontation. In order to deal with the issue in the region，the governments should make greater efforts to reduce poverty，increase employment，expand social security and improve income distribution. 展开
