Abstract:Since the 13th Five-Year Plan,Shanghai has made great efforts in improving its adaptability to climate change. It has comprehensively planned and deployed climate change response,energy conservation and emission reduction,strengthened the construction of urban drainage and transportation infrastructure,promoted the trasition development of industrial structure and energy structure,improved the quality of atmospheric and water environment,optimized the urban ecological space pattern,and supported the research and development of key technologies for climate change. However,the results of exploratory factor analysis based on the indicators of urban climate change adaptability in the Yangtze River Delta show that although Shanghai has a high score on climate change adaptability,the score variance of various factors of climate change adaptability is large. Shanghai’s economic security factor score is the highest among the cities in the Yangtze River Delta,but the industrial and employment factor and ecological environment factor are all at a low level. The vulnerable industries such as transportation and agriculture,the vulnerable groups such as unemployment and children,and the quality of ecological environment are the short boards of Shanghai’s adaptability to climate change. In order to improve the adaptability of Shanghai to climate change,it is urgent to reduce the sensitivity of vulnerable industries and population to climate disasters;further guide the industrial transformation and upgrading to improve the quality of the ecological environment;promote the establishment of regional cooperation mechanism for climate change adaptability;vigorously support the research on key technologies of climate change;comprehensively improve the strategic planning of climate change adaptation to achieve the goal of carbon peak and carbon neutralization.
