Abstract:The global trade is transforming from property rights transaction to functional division of labor，It highlights the important role of the global operation center in the global industrial chain. The global operation center of cross-border e-commerce breaks through the limitation of geographical space and focuses more on its functions，which provides an excellent idea for the development of cross-border e-commerce in inland regions with weak foreign trade industry foundation and logistics without advantages. It is also an important opportunity for China to seize the dividends of this trade division. The upgrade of the global operation center of cross-border e-commerce will go through five stages：trade-driven，logistics-driven，product-driven，service-driven and data-driven. It is a necessary condition for building a global operation center of cross-border e-commerce which includes industry scale，business environment，direction and intensity of government support，industry leaders，open development and win-win cooperation. Therefore，the national level should build a balance of the global industrial chain policies and rules. The local government and the industry should actively promote the whole process of cross-border e-commerce to achieve sunny development and promote the cross-border trade into the industrial digital era actively.
