2020年“双循环”新发展格局下中国跨境电商政策效应影响分析

Abstract:Building a “Dual Circulation” development pattern has become an important guide and guarantee for high-quality development of China’s economy under the new norm. How to adjust cross-border e-commerce policies to better serve the needs of national development is a worthy to think and research. This report systematically reviews the development process of China’s cross-border e-commerce policy under the “Dual Circulation” development pattern. Based on the classification of cross-border e-commerce policies，this report studies the influence mechanism from the perspectives of promoting business policies，optimizing environmental policies，and enhancing enterprises’ soft power policies. Meanwhile，it uses a quantitative analysis for cross-border e-commerce policies. Based on the positive impact and existing problems of the existing cross-border e-commerce policy system，it is suggested to strengthen the top-level design of cross-border e-commerce policies，pay attention to the coordinated development between regions，take measures according to local conditions when formulating regional cross-border e-commerce policies，improve the sense of participation in policy making of enterprises，and properly handle the relationship between preferential policies and economic development.
