Abstract:In recent years，the traditional emergency management system has been continuously improved，and the establishment of network security emergency management system has been promoting in China. However，the emergency management system of industrial information security has not yet been established. In the State Council’s Guidelines on Deepening the Integration Development of Manufacturing Industry and Internet，the task of “Improving the Security Level of Industrial Information Systems” is proposed to enhance the capability of industrial information security monitoring，assessment，verification and emergency disposal，and to build the State Industrial Information Security Center to provide security support for the integration development of manufacturing industry and Internet relying on existing scientific research institutions. In the Ministry of Industry and Information Technology’s Information Security Action Plan for Industrial Control Systems（2018-2020），emphasis is laid on improving the information security of industrial control systems in detail and striving to significantly improve the emergency disposal capability of industrial information security by 2020. In 2018，the Ministry of Industry and Information Technology steadily promoted the capacity building of emergency management of industrial information security，continuously improved the support system of emergency management of industrial information security，strengthened the construction of industrial information security emergency technical abilities，promoted the reporting and informing of industrial information security，and carried out the special protection of industrial information security during the period of national important activities，laying a security foundation for the strategic construction of manufacturing power and network power.
