Abstract:Climate changes and technological developments have drove the Arctic to become gradually a new domain of human activities. In the future，the Arctic will be a very convenient strategic access and its abundant natural resources will be exploited. These factors have prompted Arctic states to define their sovereign interests in the Arctic and the threats and challenges there that they will meet. The Government of Canada’s Arctic Policy Framework，released in 2019，noted that a growing number of state and non-state actors were seeking strategic advantages in the Arctic，the competition in the Arctic will to be fiercer later. So the Government of Canada will increase its investments to ensure that the Department of Defence and its armed forces maintain an effective security framework and have the ability to detect，deter and reduce threats in order to preserve its own northern sovereignty and the sustainable security of the Arctic.
