文章摘要：本文依次选取旧金山、巴塞罗那、东京湾、迈阿密、纽约湾五个国外较为发达的蓝色经济城市（地区），对其蓝色经济发展规模进行分析；同时选取了青岛、大连、天津、宁波和上海等五个国内海洋经济城市，对其蓝色经济规模及结构进行分析；通过构建蓝色经济发展评价指标体系，评估了国内七个典型海洋城市的海洋经济发展水平；并对国内蓝色经济领军城市发展的影响因素进行了剖析，提出相关发展建议。
