Abstract:With the development of high-quality economy，the development model of marine economy in the northern ocean economic circle，which is dominated by industry，needs to be reformed，and the scale economy develops to high-quality economy. This report builds a high-quality development model on the basis of an analysis of the state of the marine economy of the northern ocean and the economic circle，using qualitative and quantitative methods，according to the panel model and the coupled coordination model，this paper explores the Base of the marine economy and the path to achieve high quality of the marine economy from all angles—Innovation driven，structural optimization，efficiency improvement，and the impact of the market environment on the ultimate goal of high quality development of the marine economy，considering the present situation of sinous trade war and epidemic situation，this paper forecasts the high-quality development of the northern marine economy，and puts forward some suggestions based on the results.
