杭州综试区：打造数字丝绸之路战略枢纽的新实践、新探索

Abstract:Hangzhou is the first batch of import pilot and the city of comprehensive test area. The city continues to strengthen the cross-border e-commerce construction of the local industry belt by improving the cross-border logistics network system，building a cross-border e-commerce credit system，upgrading the cross-border e-commerce talent system，and enriching cross-border financial service products. All these measures enable the city’s transaction scale in the field of cross-border e-commerce be the top in the country with a prominent effect of industrial conglomeration. Meanwhile，Hangzhou has deepened its exploration and innovation. The city has created the mode of “Six Systems with Two Platforms”，“Bonded Warehouse with Live Direct Delivery”，“Bonded Import with Retail Processing”，and “Cross-Border Import of Bonded Goods into Export Retail”. Particularly，the mode of “Six Systems with Two Platforms” has been promoted through out the country and Hangzhou becomes the pioneer of comprehensive experimental zone in China.Based on the city’s current status，this report summarizes the city’s innovative development strategies，states the development goals and gives suggestions for the future development of Hangzhou’s cross-border e-commerce.
