“冰上丝绸之路”背景下的中韩北极合作

Abstract:China and ROK respectively proposed “The Polar Silk Road” Initiative and the “New North Policy” in 2017，which provided new chance and space for China-ROK Arctic cooperation. The Arctic participation of China and ROK started almost simultaneously，with similar interests and policy practices. In view of the special natural environment in the Arctic region and unfavorable status of China and ROK as non-Arctic countries，cooperation is a realistic choice for the two countries to maintain and realize the Arctic interests. At present，China-ROK Arctic cooperation is highly viable based on stable bilateral relations，good maritime cooperation and active strategic docking，but it is also constrained by the US’s constraints，Arctic countries’ suspicion and potential competition between China and ROK. In the coming period，China and ROK should achieve mutual benefit and win-win in the Arctic issue by enhance strategic trust，science and technology exchange，humanities communication and enterprises cooperation.
