Abstract:Was proposed in the drafted revision of the Environmental Protection Lawsubmitted on October 21，2013 to the 5th meeting of the Standing Committee of the 12th National People’s Congress （NPC）for a third review that the drafted amendment to this law be changed to the drafted revision.This means that the NPC as China’s legislature will make comprehensive changes to this law.As part of the move “from minor to major changes”，such things as environmental assessment on policies，the disclosure of environmental information，public participation and penalty calculation by day，in addition to environmental public interest litigation （PIL），are all included into the drafted revision of the Environmental Protection Lawfor the third review.On November 14，2013，the Ministry of Environmental Protection （MEP）issued the Guide to Disclosing Government Information Regarding Environmental Impact Assessment on Development Projects （Trial），requiring that environmental authorities disclose the full texts of environmental impact assessment （EIA）reports on project owners from January 1，2014 onward.
