健全江苏“三治”结合的乡村治理体系

Abstract:Improving the rural governance system which combines autonomy，the rule of law and rule of virtue，is not only one of the main tasks mentioned in the major reports of the 19th National Congress of CPC，but also a feasible way to achieve effective governance in the new situation. Basically speaking in this governance system，autonomy is the prerequisite；While the rule of law is the guarantee；And the rule of virtue is a supplement. This paper analyzed the weakness of Jiangsu's rural governance system and put forward that：To improve the rural autonomy system，we should strengthen the foundation and the supervision，and straighten out the relationship；To improve the rural law-governance system，we should build a foundation of trust，abide by the laws，and strictly enforce the laws；To improve the rural virtue-governance system we should pay more attention to educate the rural residences in virtue and convince them by virtue.
