分报告七 以低碳为核心的能效变革
文章摘要：能源短缺和环境污染问题，已经成为当今世界经济发展的焦点问题和热门话题。2008年，中国在节能减排、提高能源效率方面取得了重大的进展。然而与发达国家相比，我们在单位产值能耗、单位产值碳强度上与发达国家还有较大差距。面对资源与环境的双重压力，实施以低碳为核心的能效变革，是当前解决我国能源和环境问题的最简洁有效的措施。
