总报告 构建安全、稳定、经济、清洁的现代能源产业体系
文章摘要：本文分析了能源行业2010年的运行态势，并对煤炭、石油、电力等能源产业的发展热点问题进行了盘点；然后结合“十二五”规划对构建安全、稳定、经济、清洁的现代能源产业体系的有关要求，对现代能源产业体系的定义及特征进行了阐述；在此基础上，结合构建现代能源产业体系的目标要求，提出了中国能源行业在构建现代能源产业体系上的政策建议。
