Abstract:Constant conflicts arose between the Philippine government and local mainstream media since President Duterte took office，which is caused by negative coverage on the government ranging from the stigmatization of the drug war to the alleged social media manipulation and corruption. In early 2019，such conflicts intensified. Maria Ressa，co-founder of the Rappler，was arrested twice for cyberlibel and violating the Anti-Dummy Law and later accused of involving in an “ouster plan” against Duterte. The tension between Duterte government and local media also raised concern on the international level. Contextualization of both media and legal environment in the Philippines are necessary for a more comprehensive picture of this conflict，as well as domestic and international politics faced by the Duterte government.
