Abstract:Through the two major policy planning documents：Framework Agreement on Guangdong-Macao Cooperation and China （Guangdong）Pilot Free Trade Zone General Plan，it can be seen that the cooperation between Zhuhai and Macao and the development of Hengqin Island are the important components of Guangdong-Macao cooperation. Tourism and business and service cooperation are the priority entry points for regional industrial cooperation. For Macao to develop into a world-class tourism and leisure center and a service platform between China and Portuguese-Speaking Countries，and to maintain a sustainable development in tourism and service industries to promote a moderate economic diversification，it is essential to seek for support from Guangdong Province and neighboring towns and cities. Free trade areas provide new opportunities for these. Macao and Zhuhai can become a close business and tourism area through cooperation in expanding the related industries.
