政府公共服务质量:实施状况与改进方向

文章摘要:制定公共服务标准、评价公共服务质量、奖励优质公共服务,是政府公共服务质量持续改进的基本流程。澳门特区政府在改进公共服务质量的实践中,主要措施是引入ISO国际质量管理体系,成立公共服务评审委员会,实施市民满意度评估计划以及设立政府优质服务奖。改进澳门特区政府公共服务质量的主要方向是超越服务承诺制、引入第三方政府绩效评估以及强化公民参与。

Abstract:Formation of public service standard,appraisal of public service quality and rewarding excellent public services are key measures to improve the quality of government services. In the case of Macao,the principal measures include the application of ISO international quality accreditation,the establishment of the Public Service Appraisal Committee,the execution of Citizens’ Satisfaction Assessment Program,and the institution of Quality Government Service Awards. The future improvements of public service quality are to think beyond the Service Pledge mechanism,to apply third-party evaluation and to strengthen public participation.
