Abstract:Strengthening the development of county-level public affairs service centers to optimize public affairs services by putting people first is a task to attain the objective of building a comprehensively well-off society and a service-oriented government that finds favor with the people. Since the 18th Party Congress，counties and cities such as Mingguang，Tianchang and Qingyuan，under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era，have constantly optimized environment for services，actively promoted institutional reforms in authorization mechanisms，diligently conducted innovation of authorization procedures，conscientiously implemented reform measures for Decentralization，Management and Service （DMS），emphasized the standardization of public affairs services and the integration of county-township-village service systems，to orderly advanced Internet plus public affairs services，which have significantly boosted the efficacy of public affairs services. In the new mission to build a comprehensively well-off society，efforts should be made to act under the guidance of the spirit of the 19th Party Congress，consider as opportunities the deepening of reforms in Party and state organs，further promote DMS reforms，and diligently create a one-stop one-counter platform for comprehensive services in order to make active explorations in boosting the average level of rural and urban basic public affairs services and capacities for county-level governance.
