芜湖县公共文化服务财政保障机制研究

Abstract:In an effort to comprehensively deepen reform，Wuhu County highly emphasizes the development of public cultural service systems and establish mechanisms to coordinate work，which leads to constant improvement in county-level finances. On such bases，and considering its own realities，it has kept increasing financial spending，expanding government purchases of services，support the development of private cultural groups，and strengthening the supervision of fund operations. With multiple support such as the gradually perfecting mechanisms for financial guarantee，facilities for grassroots public culture have been comprehensively established，and a three-level facility network of public culture has been basically set up. Modes for public cultural services are increasingly diversifying with apparent boost of service capacities. Cultural activities for the masses become colorful with significant outcomes in serving the people. Reading for the public keeps advancing which helps boost the cultural soft power of cities. In the new era，efforts should be made to further improve mechanisms for financial guarantee of public cultural services so as to address increasing problems in the development of public cultural services，which include the further expansion of financial resources and channels to improve mechanism for steady budget growth，the rational division of jurisdiction and spending accountability to perfect mechanisms for financial sharing，the optimization of structures for financial investment to achieve balanced spending，the establishment of mechanisms to couple financial investment with performance assessment to boost efficacy of spending，the strengthening of grassroots cultural teams to increase service capabilities，and the integration of resources for cultural and tourism industries to achieve integrated and comprehensive development.
