In order to cope with the impact of the epidemic，it is suggested to appropriately expand the deficit rate to 3%-3.5%，increase the investment of the central government，especially the investment scale within the central budget，increase the issuance scale of new special bonds by local governments and increase the proportion of them used as project capital to 25%-35%，do a solid job in investment project planning and reserve，encourage support and guide the development of private investment On the basis of doing a good job of standardized and precise prevention and control，we will vigorously and orderly promote the construction of investment projects in an all-round way，so as to promote stable investment and growth.
